Chiefs of Staff CommitteeThe Chiefs of Staff Committee was a collection of the heads of each military service in Canada prior to Unification. The committee was a separate body which advised the Minister of National Defence and had its own secretariat. The Canadian Army was represented by the Chief of the General Staff on this committee. The Committee was replaced by the Armed Forces Council, headed by a chairman who was later replaced by the Chief of the Defence Staff. The committee was similar to the earlier Militia Council. ChairmanThe head of the Committee was designated Chairman of the Chiefs of Staff Committee. The first Chairman of the council was General Charles Foulkes, who was appointed to the post on 1 Feb 1951. The post was created by Minister of National Defence Brooke Claxton (who served as MND from 1946 to 1954) in order to coordinate all three services (navy, army, air force) and to best advice the Minister on "the fulfillment of a single defence policy."1 The appointment was part of a move towards Unification. The last incumbent was Air Chief Marshal Frank R. Miller, who held the post in 1964 when he became Chief of the Defence Staff. Notes
