Union of National Defence Employees The Union of National Defence Employees were a labour organization representing civilian employees of the Department of National Defence renamed from the National Defence Employees Association. In Apr 1966, Prime Minister Pearson indicated to the country that certification of collective bargaining units would be on a group basis. The Civil Service Federation (CSF) Select Committee strongly objected by way of a paper to Cabinet, stating that certification should be awarded to the association representing the majority of all public servants, which was the CSF. The government was not swayed, and in Nov 1966 120,000 members of the CSF joined with 60,000 others from the Civil Service Association of Canada (CSAC) to form the Public Service Alliance of Canada (PSAC). Prior to the founding of the Public Service Alliance of Canada, each CSF association held a convention to merge its membership with those of CSAC working in their departments. In this manner, the Union of National Defence Employees (UNDE) was created on 8 Nov 1966, blending the National Defence Employees Association (NDEA) with those CSAC members who worked for the Department of National Defence. On 9 Nov 1966, according to the UNDE website, "UNDE and the other 16 newly formed components met together and formed PSAC. NDEA and CSAC Locals on each base and station across Canada then continued the merger process at their respective sites. NDEA itself could not actually dissolve immediately because there was a constitutional requirement for it to meet again at its regular convention in 1967 to address the Building Trust."
