United Nations Assistance Mission in Rwanda

United Nations Assistance Mission for Rwanda (UNAMIR) was a United Nations observer mission involving Canadians.

UN Mandate

UNAMIR was established by Security Council Resolution 872 (1993) of 5 Oct 1993 to monitor the cease-fire, security situation, process of repatriation of refugees, to assist with mine clearance, the coordination of humanitarian assistance and to contribute to the security of the city of Kigali. UNAMIR also contributed to the security of personnel of the International Tribunal for Rwanda and of human rights offices in Rwanda and assisted in the establishment and training of a now, integrated national police force. The UNAMIR mandate came to end in Mar 1996.

Canadian Military Involvement

Major General Romeo Dallaire, CD of Canada was in command of the original 450 member multi-national contingent. An original force of 450 members from several nations was expanded to 5,500, including 300 Canadians, and given a six month mandate in June 1994 to set up zones to protect refugees fleeing the fighting, as well as the protection of relief convoys. The contingent was not mandated to use force was to to stop the fighting.

Canada participated in UNAMIR from Dec 1993 to Feb 1996, providing a logistics support unit of up to 112 Canadian Forces personnel at any given time.

The UNAMIR Medal was established in Dec 1993. The ribbon contained a wide centered stripe of UN blue flanked by a narrow stripe of white and three equal stripes of black, green and red. The black colour represented the volcanic lava and the world famous gorillas of the area; green represented the local bush vegetation; and red represented the African soil. Ninety days of service was required for qualification.

Some 300 Canadians, including MGen Romeo Dallaire, CD, served in the multi-national contingent of the United Nations Assistance Mission in Rwanda.
