The United Nations
Observer Mission in El Salvador (ONUSAL) was a United Nations
observer mission involving Canadians established in 1991.
UN MandateTo monitor the human rights situation and the cease-fire in El Salvador. The mission was established under the UN Security Council Resolution 693 (1991) to investigate human rights violations, and to develop a process leading to military reform and elections. This Mission was established on 20 May 1991 to monitor all agreements between the Government of El Salvador and Frente Farabundo Marti para la Liberacion Nacional (FMLN). This Mission was subsequently expanded in Jan 1992 to assume the verification of all aspects of the cease-fire and separation of forces and the agreement on the National Civil Police which saw ONUSAL monitoring the maintenance of public order during the transitional period while a new National Civil Police was set up. Canadian Military InvolvementCanada contributed up to 55 CF personnel in the first phase of ONUSAL (Operation MATCH) and up to 11 Spanish-speaking UN Military Observers during the remainder of the mission, withdrawing the last five UNMOs in Aug 1994.
