United Nations Observer Mission In El Salvador

The United Nations Observer Mission in El Salvador (ONUSAL) was a United Nations observer mission involving Canadians established in 1991.

UN Mandate

To monitor the human rights situation and the cease-fire in El Salvador. The mission was established under the UN Security Council Resolution 693 (1991) to investigate human rights violations, and to develop a process leading to military reform and elections.

This Mission was established on 20 May 1991 to monitor all agreements between the Government of El Salvador and Frente Farabundo Marti para la Liberacion Nacional (FMLN). This Mission was subsequently expanded in Jan 1992 to assume the verification of all aspects of the cease-fire and separation of forces and the agreement on the National Civil Police which saw ONUSAL monitoring the maintenance of public order during the transitional period while a new National Civil Police was set up.

Canadian Military Involvement

Canada contributed up to 55 CF personnel in the first phase of ONUSAL (Operation MATCH) and up to 11 Spanish-speaking UN Military Observers during the remainder of the mission, withdrawing the last five UNMOs in Aug 1994. The mission continued into the 21st Century without Canadian participation. Insignia

Ninety days service after from May 1991 onwards. The ribbon consisted of five stripes; 7mm UN blue, 6mm dark blue, 7mm white (7 mm), 6mm dark blue, and 7mm UN blue.
